Dear Mr Koutsoumpas, thank you for your e-mail which I read with interest. As the responsibility for the Information Society lies with CommissionerErkki Liikanen, I have forwarded your mail to his Head of Cabinet, Mr HeikkiSalmi.Yours sincerely,Martin PowerHead of Cabinet of Commissioner Byrne> ----------> From: administrator@adslgr.com[SMTP:ADMINISTRATOR@ADSLGR.COM]> Sent: Wednesday, November 13, 2002 7:44:06 PM> To: POWER Martin (CAB)> Subject: HIGH COSTS AND LOW QUALITY INTERNET SERVICES IN GREECE> Auto forwarded by a Rule> Dear Mr.POWEROn behalf of the members of my greek internet site, among others, I amwritingthis letter to you, whom we are considering, as our last hope in our fight to a friendlier (forus citizens) "Information Society".We asking for your help in this situationthat we are unafortunately in. The so called Information Society in Greece doesn't really exist, in theeyesof it's citizens, because we cannoteven enjoy the most funtamental element of it, the Internet! Internet access costs are unbearable even for the wealthier citizens inGreece, because for the most simple form ofaccess, which is considered to be a simple 56Kbps analog modem, the chargeswhich our nationalTelecommunications Company O.T.E. is asking for the use of the telephone (asto connect) is EUR 0,42 per hour,or EUR 236 monthly for an always-on connection! Not to mention the monthlysubscription you must have to an I.S.P. How can a healthy "Information Society" arise from this situation where onlythe people who can afford it can participate? And even then, they can only bear it for 1 or 2 hours per day. Because EUR0.42 per hour is very expensive, consideringthe minimum wage here is EUR 480. We thought that "Information Is Free" statement holds true, which it does, but O.T.E. tries it's best to circumvent it, withthe expensive rates that asks for. All of our fellow European citizens are enjoying very low rates and avarietyin connection options like Cable Internet, ADSL etc.at a flat rate each month with no extra charges. But we netizens of Greece are being called to pay very high charging rateswhich makes us even afraid to logon!Because that is exactly what is happening here in Greece, we are actuallyafraidto logon to internet because of theunbeleivable expensive charges O.T.E. is asking for. Why should OTE charge so much for something that he doesn't even offer, likeInternet Bandwidth? Why is he asking for 236 eurosper month for only the connection between the modem and the ISP? When ISPsonly ask for about 10-20 dollars a month for allthe burden of providing you with internet traffic? Does it really costs thatmuch the maintenance of a single pair of wires thatare only 4-5 kilometres long? Our second most frustrating subject that bothers us for years is that thereis absolutely no other way of accessing the Internet for acitizen except PSTN and ISDN (Which by the way has the same charges withmoreexpensive monthly rate)! We are aware that OTE is preparing the new ADSL network that is considarateto be the solution to our problems but O.T.E.is testing it for 2 years now, with no end in sight! By 1/01/2002 OTE declared it finished and ready for commercial use, but itis October now and OTE is telling us that we should wait until after the year 2004! And doesn't state why it isdelayingit to noone, and we think that this has something todo with their profiteering access solutions that provides all this years, andwould like to leave it that way for another 2-3 years. Is OTE afraid to give to the public this service that comes with a fixedinexpensivemonthly rate? We think yes, or at least this isthe impression that OTE leaves us with. After O.T.E. ceased to be our national state telecommunication company, whichhad responsibility in handling all the matters thatconcerned telecommunications, now we have E.E.T.T. a commitee that decidesabout those matters, imposing rules to thecompetition, but has done absolutely nothing to prevent all of this, and onthe contrary it accepts those unbearable charges. We see no hope in the horizon, we gave all of our hopes to the ADSL Programthat OTE develops, but after 2 years of waitand no solution to the horizon, we lost all of our hope, and we turning tothe European Union now to seek and resolve this matter. We, the netizens of Greece, ask for your thesis on this subject. Pleaseconsideratethis. Thank you for listening to us. John Koutsoumpaswww.adslgr.comadministrator@adslgr.com
